Corporate Equality Index

The Human Rights Campaign Foundation (HRCF) has unveiled the 2025 Corporate Equality Index (CEI), a benchmarking survey and report that evaluates corporate policies and practices supporting LGBTQ+ workplace equality.

This year, an impressive 765 companies achieved the top score of 100, earning the prestigious Equality 100 Award as Leaders in LGBTQ+ Workplace Inclusion. Marking its 22nd year, the CEI continues to drive significant progress in corporate America. This year’s report rated a record-breaking 1,449 businesses, including 72 first-time participants. The number of companies scoring a perfect 100 represents a 28% increase compared to the previous year – a testament to the growing commitment of businesses to fostering inclusive workplaces.

“At its core, the work of the CEI is about making businesses stronger,” said Kelley Robinson, President of the Human Rights Campaign. “Over the past 22 years, we’ve witnessed transformational shifts in corporate policies, from equitable benefits and healthcare coverage to robust non-discrimination protections. While progress can face backlash, companies remain steadfast in championing inclusion, which not only enhances workplace culture but also boosts competitiveness, creativity and talent retention.”

KEY HIGHLIGHTS FROM THE 2025 REPORT

The 2025 CEI report reveals remarkable progress in LGBTQ+ inclusion:

  • Record Participation: In 2002, the CEI’s inaugural year, 319 companies participated. This year, participation reached an all-time high of 1,449, reflecting a 5% growth from 2024.
  • Inclusive Policies: 98% of rated companies (1,420 businesses) now include sexual orientation and gender identity in their Employment Non-Discrimination policies – a dramatic leap from just 5% in 2002.
  • LGBTQ+ Health Benefits: The availability of LGBTQ+-specific health benefits guides saw a 25% increase over last year:
    • 2025: 1,089 companies (75%) provided this resource.
    • 2023-24: 873 companies (63%) offered the guide.
  • Equitable Benefits:
    • 1,187 companies (82%) provide equivalent spousal and partner medical benefits.
    • 1,329 companies (92%) offer equitable family formation benefits.
    • 1,258 companies (87%) ensure equal health coverage for transgender employees, including access to medically necessary care.
  • Gender Transition Support: 1,051 companies now have gender transition guidelines, representing a 21% increase from the previous year. These policies include support for transitioning employees, their managers and colleagues.

TOOL FOR TRANSPARENCY & INCLUSION

“The CEI is so much more than a score on paper,” noted RaShawn “Shawnie” Hawkins, SHRM-CP, Senior Director of Workplace Equality at HRC. “For decades, it has been a vital tool for ensuring fair and respectful workplaces for LGBTQ+ employees and their families. The year-over-year growth in CEI participation underscores the business community’s recognition of the value and responsibility of fostering equity and inclusion.”

For many LGBTQ+ individuals, particularly those in states with restricted access to gender-affirming care, the workplace often serves as a sanctuary where they can be their authentic selves.

According to HRCF’s August 2024 LGBTQ+ Climate Survey:

  • Employee Perception: 93.5% of LGBTQ+ workers believe that a company scoring 100 on the CEI signifies genuine support for the LGBTQ+ community.
  • Retention and Productivity: Nearly 20% of LGBTQ+ employees at companies retreating from inclusion initiatives expressed intentions to leave their jobs, while one-third reported decreased productivity.
  • Consumer Action: 80% of LGBTQ+ consumers are boycotting companies rolling back inclusion efforts, with over half amplifying their concerns on social media or through negative reviews.
